    3.5 Megawatt Virtual Energy Network

    Spread across 60+ sites, but connected via cutting edge VPP software, the Hobsons Bay VEN is led the way for many VIC councils to better utilise their assets while reducing energy costs. Energy from one site over-generating can be shared at another that is under-generating enough energy so that generation capacity across building assets can be maximised.

    Better Places

    The Better Places program was developed between One Baseline, One Collective and Hobsons Bay Council to provide a more holistic, integrated and innovative approach to thinking about and designing for change into the future. Better Places is a placed-based approach that focuses on overall ‘places’ rather than individual ‘pieces’ and provides a new model for how Council designs and delivers projects.

    Depot Relocation

    The current Altona depot occupies a large parcel of centrally located land that boarders with residents on three sides. A business case and financial model was developed to show the feasibility of divesting the existing land to fund the purchase and construction of a modern depot in an alternative location.

  • Dandenong Community Hub

    Working alongside a pasionate group of community members and dedicated staff to collaborate and co-design a community Hub. A true community asset that will help bring the diverse background and cultures of Dandenong together.

Methods

Project Squads

Project squads are small, cross-functional teams purpose-built to deliver specific project outcomes. Typically composed of 6–12 members, squads bring together diverse expertise, such as designers, developers, engineers, and planners, allowing them to work independently across the full scope of a project. These teams are self-organising, highly collaborative, and empowered to make decisions on how best to achieve their mission.

This model promotes speed, accountability, and a stronger connection to purpose. Squads operate with a high degree of autonomy, which enhances ownership, improves communication, and accelerates delivery.

Data-Driven

A data-driven approach in multi-stakeholder projects goes far beyond generating pie charts and bar graphs. It’s about extracting meaningful insights from the complexity. Rather than relying solely on standard reports, each piece of feedback or information is carefully coded and categorised by a person—ensuring the context, nuance, and patterns aren’t lost. This human-led layer of analysis enables a deeper understanding of what stakeholders are really saying, revealing connections, priorities, and tensions that would otherwise remain hidden.

This approach transforms data into a strategic asset. It allows project leaders to identify recurring themes, track shifts in sentiment, and respond with targeted actions.

Outcomes Focus

An outcomes-focused approach puts the intended result at the centre of decision-making—prioritising impact over process. Rather than getting bogged down in procedure, formality, or rigid frameworks, teams are empowered to ask, “What are we trying to achieve?” and work creatively toward that goal. This mindset shift encourages innovation, agility, and momentum—especially in complex or bureaucratic environments where red tape can slow progress.

By focusing on how outcomes can be achieved—rather than questioning if they can—project teams unlock more practical solutions, take greater ownership, and stay aligned with the core purpose.
